Intro: The Deputy Secretary General of the Council of Europe
says Croatia can not join the organization because of its
recent offensive against the Croatian and Bosnian Serbs. As
Stefan Bos reports from Budapest, the official made his comments
at the end of a three-day European conference on human rights.
Text: The Deputy Secretary General of the Council of Europe,
Peter Leuprecht, says Croatia can not join the organization as
originally planned.
Mr. Leuprecht says he is extremely concerned over reports about
ethnic cleansing. He criticized Croatia's military actions in
Bosnia and the recent offensive against the Croatian Serbs in the
Krajina region.

The action against the Serbs in Krajina has revealed
that tolerance does not yet prevail there as we would
wish it.

But Mr. Leuprecht says the former Yugoslav Republic of Macedonia,
as well as Ukraine, might be admitted to the Council of Europe
later this year.
Mr. Leuprecht was less sure about Russia, saying much depends on
the outcome of the Russian parliamentary elections later this
