POSITION ANNOUNCEMENT

The Regional Environmental Center for Central and Eastern Europe (REC)
is a non-partisan, non-advocacy, not-for-profit organisation with a
mission to assist in solving environmental problems in Central and
Eastern Europe (CEE). The Center fulfils this mission by encouraging
cooperation among nongovernmental organisations, governments,
businesses and other environmental stakeholders, by supporting the
free exchange of information and by promoting public participation in
environmental decisionmaking.

The REC was established in 1990 by the United States, the European
Commission and Hungary. Today, the REC is legally based on a Charter
signed by the governments of twenty-five countries and the European
Commission, and on an International Agreement with the Government of
Hungary. The REC has its Headquarters in Szentendre, Hungary, and
Local Offices in each of its 15 beneficiary CEE countries which are:
Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic,
Estonia, Hungary, Latvia, Lithuania, FYR Macedonia, Poland, Romania,
Slovakia, Slovenia and Yugoslavia.

Recent donors are the European Commission and the governments of the
United States, Japan, Austria, Canada, Czech Republic, Croatia,
Denmark, Finland, France, Germany, Hungary, the Netherlands, Norway,
Slovakia, Switzerland, and the United Kingdom, as well as other
inter-governmental and private institutions.

The REC is now accepting applications for the position of

PROJECT COORDINATOR (NGO participation in the Danube Pollution
Reduction Programme) from May 1 to  October 31, 1998

The position is based in the Grant Department of the REC  from
May 1 to October 31, 1998, and involves coordination of the
REC's project on "NGO participation in the Danube Pollution Reduction
Programme". It is the goal of the project to enhance the NGO
participation in the UNDP/GEF Pollution Reduction Programme on the
national and regional level. The expected result is effective
participation of the NGO community in defining strategies for
pollution reduction and management of water resources and related
ecosystems and in planning and implementation of concrete actions of
the Pollution Reduction Programme. The activation of the NGO Danube
Environmental Forum and the enhancement of the National NGO capacity
should assist in the public awareness raising, reinforce the
cooperation with government agencies and create a general sense of
responsibility and engagement of all stakeholders in sustainable
management of international waters. This project covers 11 regional
countries, including: Croatia, Yugoslavia, Hungary, Czech Republic,
Slovak Republic, Slovenia, Bulgaria, Romania, Bosnia and Herzegovina,
Ukraine and Moldova.

Qualifications and Tasks

The successful candidate will be responsible for:
7 assuring proper implementation of the National NGO Meeting,
logistically as well as content-wise, in  11 countries involved in the
Programme: Croatia, Bulgaria, Romania, Slovenia, Slovakia, Yugoslavia,
Bosnia & Herzegovina, Czech Republic, Hungary, Moldova and Ukraine;
7 participating in some of the National Meetings;
7 co-ordinating among the key players in the programme: REC Local
offices, National Facilitators, Country Programme coordinators
located in the Ministries, REC  Danube Team,  PCU/UNDP;
7 overseeing the preparation of a Regional NGO Danube Workshop which
will be held in August 1998 at the REC's conference Centre in
Szentendre;
7 assuring  successful realisation of the event;
7 being responsible  for geting the reports from the facilitators
from each country;
7 elaborating the NGO National and  Regional Reports on the meetings
and workshops;
7 preparing reports for the Danube PCU/ UNDP

The applicant should have the following qualifications:

7 University degree in environmental related sciences
7 Excellent written and spoken English language abilities, knowledge
of one regional language is an advantage;
7 At least two years work experience in project management,
7 Experience with local and regional authorities in the mentioned
countries,
7 Excellent project management and organisational skills;
7 Contacts and experience in the region are an asset;
7 Good personal computer skills,(Microsoft word, excel etc.)
7 Knowledge and understanding of Danube related environmental issues;
7 Experience with organising events or conferences with Regional or
National impact
7 Ability to work in a multi-cultural environment and be a team
player.

The position is based at the Regional Environmental Centers
Headquarters in Szentendre, Hungary.

The Project Coordinator will report to the Danube Project Manager /
Team and will work closely with the REC's  Grants Department
