HUNGARIAN GOVERNMENT COMPLETES 1995 BUDGET DRAFT. MTI on 27
October reported that the Hungarian government has finished
drafting the 1995 budget and will submit it to the parliament and
various interest groups next week. The draft provides for a
deficit of 282.7 billion forint ($2.8 billion) or 5.5 percent of
estimated GDP, excluding interest payments on the accumulated
debt. Taxes on reinvested profits will be lowered, donations to
various foundations will be tax-free, and company cars used
privately will be taxed. Government housing assistance will be
increased significantly: in particular, families with three
children who are buying accommodation will be given government aid
to the tune of 2.2 million forint ($22,000). The government also
decided to forgive a 70 billion forint ($700 million) debt
accumulated by the State Railroads and suggested closing some 900

Intro: Stock markets in post-communist Central European
countries have fallen steadily again this week, bringing the
Czech and Polish markets to near their 1994 lows. V-o-A's Barry
Wood has more from Prague.
Text: The Prague stock exchange index Thursday closed at 633,
just above its lowest of the year since its peak in February, the
index has declined 49 percent.
The situation is the same in Warsaw. The major market index
(Thursday) closed at eight thousand 20, its fifth consecutive
daily decline. The Polish market is down 61 percent from its
yearly high, which was also set in February.
Only the Hungarian market has defied the trend. That market
continues to hold steady on low volumes.
Stock analysts say the Prague and Warsaw markets are lower
because foreign capital is absent. The big runups in prices at
the end of 1993 and the beginning of 1994, they say, were the
result of big inflows of foreign capital, mostly from Vienna,
London and New York. Now, says an analyst at the largest Czech
brokerage, outside investors have concluded the Central European
markets are overvalued and they are waiting on the sidelines.
In the case of Warsaw, the market has reacted negatively to the
imposition of a three tenths of one percent transaction tax on
stock trading. Volume on the Warsaw exchange has also declined.
In Prague, the investment funds which hold a large percentage of
all corporate shares are not active in the market. Volume is
low.
Despite the decline, brokers say the longer term outlook for the
emerging markets in Central Europe is good. The Prague market is
far bigger than either Warsaw or Budapest. More than one
thousand companies are traded and shares of another 800 companies
will be added once the Voucher privatization program is completed
at the beginning of the year. (Signed)
