Egy kedves Szalon-tag megadta a magyar alkotmany magyar nyelvu szoveget a
World Wide Web-en. Bizony teljesen el voltam tajolodva tegnap vagy tegnap
elott. Ebben az osszefercelt, nevetseges dokumentumban van eleg utalas a
szocialis halora es mindenfele masfajta szocialis jogokra, amiknek alapjan
nem is lehet tulsagosan csodalkozni az Alkotmanybirosag dontesein. A
jelenlegi kormany tagjai nagy garral hangoztattak a valasztasok elott, hogy
gyorsan neki fognak allni egy uj alkotmany elfogadasahoz, de par honappal a
valasztasok utan kitunt, hogy senkinek sincs kedve alkotmany-alkotasra. Es
most itt all a kormany, mint a szamar a hegyen.

Az alkotmany legfontosabb resze a mi szempontunkbol a XII. fejezet. Ebbol
idezek itt egy-ket paragrafust.

Azok szamara, akik jol ismerik peldaul az Egyesult Allamok alkotmanyat, ez az
alkotmany olyan dolgokat vallal a kormany neveben, amiket az a jelen
pillanatban egyszeruen nem tud megvalositani. De meg jobb idokben sem nagyon
ertheto peldaul, hogy mikeppen lehetseges megvalositani az alabbit:

Termeszetesnek latszik az is, hogy az egyetemi osztondij rendszerehez sem
lehet valoban hozzanyulni, mivel az alkotmany szerint:

> (2) A Magyar Koztarsasag ezt a jogot a kozmuvelodes kiterjesztesevel
> es altalanossa tetelevel, az ingyenes es kotelezo altalanos iskolaval,
> kepessegei alapjan mindenki szamara hozzaferheto kozep- es
>felsofoku oktatassal, tovabba az oktatasban reszesulok anyagi tamogatasaval
> valositja meg.

Valahogy ebbol kimaradt az ingyenes felsooktatas, ellenben az anyagi
tamogatashoz, az osztondijakrol van szo, nem lehet hozzanyulni mivel az
alkotmany ezt garantalja. Ez pedig egy egeszen nevetseges helyzethez vezet.
Kerunk a diakoktol 2,000 Ft. tandijat es kozben adunk nekik 4-5-6-8 ezer
forintos osztondijat.

Dear Mr. President,


If we visualize the collapse of Communism as an earthquake, it should not
surprise us, that the whole building of Central Europe has been damaged.
Therefore, what this building needs to make it stable and self-supporting, is
not the temporary reenforcement of one floor (Bosnia for a year), but the
restoration of the whole building. We should not wait until cracks appear or
fire breaks out on the floor of Kosovo, the region of oppressed Albanians, or
until the floor of Vojvodina collapses, where the Serb refugees are now
cleansing the Hungarians, but we should face up to those problems now.
         Therefore, while the Dayton Conference, dealing with Bosnia, is a
welcome beginning, it's participants should not be limited to three heads of
state, nor should it's scope be limited to only Bosnia. Dayton should aim at
bringing stability to all of Central Europe and the participants of this
conference should include all heads of state of the region.
        Restoration must always start at the foundations. The foundation of
the building of Central Europe is her history. We should learn from history,
that whenever a power vacuum evolved in the Carpathian Basin, the Balkans
became unstable. Therefore, in order to gain stability, local power must be
reestablished, because neither the UN, nor the EC or NATO can permanently
fill the present vacuum. The only people who have a vital interest in the
stability of that region, are the people who live there. Therefore, it is
time to start working on the foundations of an economically self- sufficient,
politically stable, militarily neutral and geographical ly large enough
federation, which can fill the present power vacuum. The Dayton Conference
can be the first step toward that goal: the establishment of a Danubian
Confederation. It can be crystallized around the nucleus of Austria, Hungary,
Slovenia, Croatia, Slovakia and Ruthenia, and later can be expanded to also
include Poland, Romania, Serbia, Bulgaria and the Czech Republic.
       The building of such a federation, originally proposed by President
Wilson in 1920, requires the leadership of the World's sole remaining
superpower. It also requires the realization, that history does not solve
problems accidentally, that a concept of the goal is needed before a better
future can be built.
       The building of a federation also requires an atmosphere of
reconciliation. Armies can not create such atmosphere, only justice can.
Therefore, just as the autonomy of Tyrol has eliminated the tensions between
Austria and Italy, the granting of cultural autonomy to all other indigenous
minorities of the region will do the same for Central Europe. Once all
minority groups have the right to maintain their heritage and to control
their cultural destiny, tensions between neighbors will diminish and the
atmosphere for federation will be ripe.
      George Orwell said:  He who controls the past, controls the future and
he who controls the present, controls the past.  Therefore, in order to
correctly steer our present coursewe, we should learn from the past and have
a clear plan for our desired future.
       It is my hope, and that of the people of Central Europe, that you will
seize this historic opportunity and will provide the leadership needed to
make President Wilson's dream a reality.
