                      Meciar-Antall Summit Without Results

                      Dialogue of the Deaf to Be Continued

On April 22, 1991, Vladimir Meciar undertook his first official visit
to Budapest as premier of the VPN-KDH (Public Against Violence-
Christian-Democratic Movement) government.  It was his swan song as
premier, since the SNR (Slovak National Council) removed him from the
function a day later.  As circumstances would have it, it was again
to the capital city of Hungary that his first steps across the
frontier led after his return to the summit of Slovak politics.

Two Journeys without Results

A similar destination was not the only thing linking the last two
official visits of Meciar abroad.  Unfortunately they also produced
the same results--that is, none.

Of course the fact that in the two fundamental problems complicating
mutual relations -- Gabcikovo and the national minorities --  there
was not even minimal progress, is not surprising in itself.  It is
rooted in the different starting points of the two sides, and in the
different approaches to discussions that flow from them.  The present
status quo, both on the Gabcikovo front and the national minority
question, is more favorable for Meciar.  In both issues the Hungarian
government has greater interest in new discussions.  These talks
developed according to this scenario.  Meciar came to Budapest with
obvious distaste for discussions of concrete problems, Jo1szef Antall
on the other hand opened up burning issues.

Danubian Monstrosity

The conversations confirmed the insurmountable contradiction in views
about the future of the Gabcikovo monster.  The argument is
practically insoluble.  Meciar insists on the completion of the
hydroelectric plant according to the so-called variant C, approved by
the previous government.  This assumes the diversion of the Danubian
flow, which would move the valid international frontier.  The
Hungarian side classifies this as a breach of the Paris Peace Treaty
of 1947, which fixed the valid frontiers between the then
Czechoslovak Republic and Hungary.  The day before Meciar's arrival
in Budapest the Hungarian Minister of Foreign Affairs, Ge1za
Jeszenszky characterized the project as literally "Slovak agression
and attack on the territorial integrity of the Hungarian Republic."

In return for the abandonment of the realization of variant C the
Slovak premier demanded from his colleague the re-starting of work on
the dam at Dunakillit.  In this case the Slovak government would even
be willing to renounce the compensation for the losses suffered from
the one-sided denouncing of the agreement by the Hungarian
government.  Obviously Meciar knew full well that his attempt would
be unacceptable.  Any Hungarian government which would dare to
decide on the continuation of work on the "Danubian Ogre" would be
destroyed on the very same day.

In this tense situation Antall suggested to Meciar that as a final
instance the International Court of Justice in the Haague.  Meciar
did not even resist this suggestion very much.  In the final
analysis, by the time the well-known snail's pace of the workings of
the Haague court had reached a decision, Gabcikovo would already be
completed four times over.

Who Would be the Partner at the Haague?

Up to this point, the Czech public would not need to get too excited.
 Unfortunately, the international agreement on the construction of
the Gabcikovo-Nagymaros dam from 1977, which the Hungarians have
rejected, but which the Slovak government considers binding, and thus
valid, was reached with the Czechoslovak Socialist Republic.  It was
therefore agreed in Budapest that in the case of discussions in the
Haague, the Hungarian, Slovak and federal governments would conduct
triangular negotiations.

But even if this "Tripartitum" began still during the existence of
the federal government, its sterility is already visible beforehand.
The question arises, however:  What will happen after January 1,
1993, if the coordinated and proper division of the federation fails
and Slovakia will have trouble with the rights of succession?  What
would happen in the case, which is by no means to be excluded, that
the rights of succession to the CSFR fall in their entirety to the
Czech Republic?  Of course the government of the CR could
magnanimously give up its right to decision about Gabcikovo, and
there is no doubt that it would even do that.

It is by no means certain, however, that Hungary would recognize the
devolution of all competence in the decision about the hydroelectric
project to the Slovak Repubic.  The Gabcikovo memorial to real
socialism could thus become the starting point for a practically
unheard-of situation -- it could remain a millstone around the neck
of the Czech Republic, even if it is not located on its territory,
and the government has no desire to have anything to do with it.

In this connection, Meciar's argumentation is exceedingly
interesting.  According to "very reliable sources" of the daily "U1j
Szo1" he tried to convince Antall of the uselessness of taking the
problem to the Haague thus:  "The Federal government wouldn't go to
the Haague.  The Slovak government thus as a subject of international
law will have this competence from January 1, but it is not evident
that it will inherit the dam.  It could take more than a year before
the Hungarian government finds out who its partner will be at the
Haague."

Knife in the Back

The Hungarian-Slovak summit did not bring anything new in the
question of national minorities, either.  Budapest has an interest in
resolving this problem by a bilateral agreement, Meciar wants to
solve the issue by means of an international agreement on the
European level.  He let premier Antall know that a bilateral
agreement would be on the agenda only when the rights of the Slovak
minority in Hungary would be on the same level as the rights of the
Hungarians in Slovakia.

If we take this assertion of Meciar's as a starting point (even
though a realistic comparison of the collective rights of these
minorities does not exist, since it is a question of two
qualitatively and quantitatively incomparable communities), his
refusal of Antall's suggestion can also be considered a knife in the
back of the Slovaks living in Hungary.  Even if their situation is
worse than that of the Hungarians living in Slovakia, it would be
difficult to imagine a more effective way of improving it than a
bilateral agreement.  The illogicality of Meciar's approach is hard
to fathom.

>From the aspect of the threat of Balkanization of southern Slovakia,
the situation of the minorities is an even bigger threat than
Gabcikovo.  Since Meciar called the coalition MKDH (Magyar Christian
Democratic Movement) - Souziti (Coexistence) the carriers of
extremist views in an interview given to the daily "U1j
Magyarorsza1g" the day before his interview, and at the same time
Antall announced that the Hungarian government does not have its own
concept of a solution for the nationalities problem, but will support
the suggestions of that very coalition, it does not herald anything
good.  From this point of view even the calls from a part of the
Czech right for a more rapid division of the common army sound
generally well-grounded.

Missed Opportunity

Vladimir Meciar's Budapest excursion did not take place without the
typical events well-known from his actions on the domestic scene.
The spokesmen of the Hungarian government had to deny already the day
afterwards two of Meciar's comments distorting and disinterpreting
the course and results of the negotiations.  Luckily it was a
question of details in both cases.  In the end, nothing important in
a political sense came out of the negotiations.  If, of course, we do
not consider it important, that in Budapest Antall and Meciar missed
probably one of the last opportunities to stamp out already at its
first glowing the spark of potential future conflicts.

Eroszak, vagy sem? Ez mar egyertelmubb. Hogy a media birtokaban meg tudjak-e
nyerni a valasztast? Ez majd eldol. Nagyon remelem, hogy a Demokratikus Char-
taban foglaltak iranti igeny jobban fog hatni, mint a nyers es primitiv agy-
mosas, aminek elebe nezunk. Nagyon remelem, hogy az uj "vilagot_megvalto" ideo-
logia hiveivel es eroszakos megvalositoival egyetembe ugyanarra a tortenelmi
szemetdombra kerul, mint elodei: a fasizmus es a  kommunizmus.

Videki MDF-szervezetek a Csurka ugyrol

(Megyei tudositoktol - Nepszabadsag - 1992 szeptember 4(?))

Milyen a viszhangja videki MDF szervezetek koreben a Csurka-tanulmany-
nak)? - erre kerestek valaszt az orszag nehany korzeteben megyei tudositoink.

- A Csurka-fele gondolatmenet es torekves egy tortenelmi folyamat resze -
nyilatkozta lapunknak SZEKELYHIDI AGOSTON, az MDF ugyvezeto testuletenek
elnoke, Hajdu-Bihar megyei referens. - Az irasnak ket oldala van: a part
onismeretenek erzelmi megkozelitese, illetve egy napi politikai resze. Az utobbi
az, ami ketseges, vitathato. A csurkai tanulmany akkor szuletett, amikor a
nemzeti identitas megteremtese zajlik. Szamomra csak a szoveg a teny, a
DEBRECZENI JOZSEF-fele utorezges helytelenul hozza kapcsolatba Csurka
gondolatait a fasizmus ideologiajaval. Az alelnok ur akkor teved, amikor
feltetelezi egy nemzetkozi zsido hatlami kozpont letezeset. Ez szamomra nem
bizonyitott, mukodesere utalo tenyeket nem ismerek. A Csurka-fele vitaanyag-
gal a het vegen Cegleden, a nagyvalasztmany ulesen meg foglalkozunk.

BRATINKA JOZSEF, az MDF szegedi szervezetenek vezetoje, orszaggyulesi
kepviselo szerint sokakat megdobbentette a parton belul Csurka dolgozata. A
legszomorubb - mondta - hogy az MDF egyik szarnya, egyik kepviseloje probal
vegso iteletet alkotni a partrol, amelynek tagjai ugyan tobbfele nezetet valla-
nak, a Csurka fele tamadas megis szelsosegesnek minosithato, sot, ami a
miniszterelnok elleni fellepest illeti, izlestelen, felhaborito. A dolgozatot
elemezni kell. Ez az idoszak ugyanakkor alkalmas lesz arra ism hogy megtorten-
jen az MDF belso rendbetetele, s eldoljon, amire meg nem lehet valaszt adni:
egyben tud-e maradni a part?

Borsod-Abauj-Zemplen megyeben az MDF-en beluli eddigi beszelgetesek azt
bizonyitjak, hogy inkabb a szelsosegektol mentes politizalast tamogatja az
itteni MDF-esek tobbsege. Ez annyit jelent, hogy a parton beluli centrum,
tovabba a kiszamithato politizalast kovetok megerosodeset varjak a vitatol, s
nem a part szakadasat.

PAPP MIKLOS, a miskolci MDF-elnokseg tagja a testuletei allasfoglalas hianya-
ban a sajat allaspontjat ismertette. Szerinte a tanulmany legfontosabb gondola-
ta az volt: a most kialakuloban levo demokratikus allamrendben nem szabad
hagyni, hogy a korabban megszerzett kapcsolatrendszer alapjan alljanak
egyesek a gazdasag es a politika meghatarozo posztjain, mert a feladatok
ellatasara egyebkent alkalmatlan emberek kaoszt ideznek elo es kart okoznak az
orszagnak. Papp Miklos hangsulyozta: a tisztesseges es termeszetes szelekcio-
nak kell ervenyesulnie. Ennyiben egyetertek Csurka Istvannal - mondta. - A
reszletekrol azonban mar lehetne vitatkozni - fuzte hozza.

-Egyelore a sajat, egyeni velemenyemrol beszelhetek csak, a vezetoseg ugyanis
a jovo heten targyalja a kerdest - hansulyozta DR. FRANYO ILDIKO, az MDF
szekesfehervari szervezetenek elnokhelyettese. -Hozzam kozel allnak Csurka
Istvan gondolatai. Teljesen igaza van peldaul a gazdasagi hatalom atmenteserol
vallott nezeteiben. Egyetertek az orszagos elnokseg allasfoglalasaval is. Csurka
Istvan dolgozata olyan vitaanyag, amelyet nem lehet szo nelkul hagyni. S ugy
velem, hogy a korulmenyekhez kepest jol megvedte a nezeteit az altalam nem
igen kedvelt OSSZTUZ cimu musorban. Az MDF egyes szemelyisegeitol elteroen,
en nem tartom veszelyesnek az alelnok tanulmanyat, hiszen olyan dolgokrol ir,
amelyek foglalkoztatjak az embereket. Az pedig teljesen termeszetes, hogy egy
politikai szervezetben kulonbozo, olykor szelsoseges vitak fogalmazodnak meg.
A lenyeg az, hogy a part ne tolodjon el a szelsoseg iranyaba.

DR. TERNAK GABOR, a Magyar Demokrata Forum Szekszard varosi szervezetenek
elnoke. orszaggyulesi kepviselo egyenlore nem latta szukseget, hogy testuleti
allasfoglalast keszitsenek. Mint mondta, szeptemberben lesz gyulesuk, ahol
szoba kerulhet a Csurka-ugy is. A varosi szervezet elnokenek hatarozott
maganvelemenye van a Csurka dolgozatrol. Elismeri, hogy vannak benne
igazsagmagvak, es ha ezt kimondjak, akkor azt komolyan kell venni. Azt nem
tartja elfogadhatonak, hogy mindezt az MDF alelnoke teszi - "TORGYANI
STILUSBAN". Szidja az MDF-et, a kormanyt. Ezzel a munkajaval olyan keny-
szerpalyara terelte a Demokrata Forumot - mondta dr. Ternak Gabor -, hogy
ezutan mindenkinek szint kell vallania. A varosi szervezet elnoke abban bizik,
hogy nem a szelsosegek erosodnek fel, hanem a "nyugodt ero" fog eloterbe
kerulni.

Az orszagos elnokseg allasfoglalasarol az orszaggyulesi kepviselo kijelentette:
azzal semmikeppen sem ert egyet, hogy Csurka Istvan irasa csupan maganve-
lemeny lenne, hiszen a dolgozatnak kovetkezmenyei vannak, es az MDF alelnoke
nem maganember. Szerencsetlen idoben es szerencsetlen hangvetelben kerult
ez a munka nyilvanossagra, es karokat okozott a Magyar Demokrata Forumnak -
allitotta az MDF szekszardi varosi szervezetenek elnoke.

Baramyaban szervezett vitat nem rendeztek a Csurka-tanulmanyrol es fogadta-
tasarol. Az MDF-tagok kozvetlen beszelgeteseibol ugy tunik, hogy a tobbseg
Csurkaval szimpatizal. Sokan mindenben az iro-politikussal ertenek egyet,
masok viszont elsosorban az alelnok taktikajat helyeslik, vagyis azt, hogy
tanulmanyaval vitara kesztette a partot. Megint masok meg eppen taktikatlan-
nak erzik Csurka szokimondasat.

A pecsi MDF-esek kozul tobben nem erzik megalapozottnak Debreczeni Jozsef
kemeny szavait, mindenekelott a naci ideologiara vonatkozo minositeset.
Ugyanakkor van, aki attol tart, hogy az orszagos vezetes olyannyira elutasitot-
ta Debreczeni es a hasonloan gondolkodo parttagok velemenyet, hogy az MDF
liberalis szarnyanak vegzetes meggyenguleset vonhatja maga utan. Mindez
kulonosen a valasztasokon uthet majd vissza.

SZUCS BELA ALBERT, az MDF Komarom-Esztergom megyei ugyvivoje, a Csurka-
tanulmany megjelenese utan kialakult helyzettel kapcsolatban tudositonk
kerdesere azt nyilatkozta, hogy meg sem o, sem a megyei vezetoseg nem
ertekelte ki az ugy minden reszletet. Szerinte azonban alapvetoen a sajto
csinalt ugyet a dologbol, mert minden parton belul joga van barkinek arra,
hogy nezeteit - mint egyeni velemenyt - kifejtse. Eppen ezert Csurka nezetei is
egybefolynak az MDF-en belul utkozo mas felfogasokkal, igy nem kell akkora
jelentoseget tulajdonitani neki - allitotta az ugyvivo.

PAPP SANDOR, az MDF Veszprem megyei valasztmanyanak elnoke meglehetosen
ovatosan es attetelesen valaszolt kerdeseinkre, s nyomatekosan hangsulyozta:
maganvelemenyrol van szo. Mint elmondta, az orszagos elnokseg allasfoglalasa a
szukseges modon visszafogott volt. Csak az orszagos gyulesen alakulhat ki
letisztult velemeny az ugyben. Papp Sandor szerint csakis az MDF tagsaga
velemenyenek ismereteben lehet felelossegteljesen megnyilatkozni e kardinalis
kerdesben.

A Veszprem megyei valasztmany elnoke azt fejtegette: vajon erdemi politizalas-
nak tekintheto-e az a gyakorlat, amikor "NEM SZERENCSES MEGKOZELTESSEL
OSSZEALLITOTT, JELENTOS RESZBEN EGYENI VELEMENYEKET TUKROZO DOLGO-
ZATOK ES AZ ARRA ADOTT VALASZOK, VALAMINT AZOK KOMMENTARJAI" borzol-
jak a kozeletet es kozhangulatot. A felelos politizalas csak belso allapotaink e

nemzetkozi feltetelrendszer kello figyelembevetelevel lehetseges. Minden olyan

                Romania MFN megadasanak ellenzese
                        Fontosabb ervelesek

Tisztelt Tamogato!

  Amerika Kongresszusanak Kepviselohaza MOST KEDDEN, SZEPT. 22-en fog
szavazni a Romania Legnagyobb Vamkedvezmeny (MOst-Favored Nation Status,
MFN) ugyeben. Ez az eloretolas azert egbekialto, mivel a Kepviselohaz
sajat bizottsaganak egyhangu donteset - az MFN szavazasnak elhalasztasat
a szept. 27-i romaniai parlamenti es elnoksegi valasztasokig - semmibe
veszi. Ezen kivul, az MFN hatarozatot, HOUSE JOINT 512-t, kedden egyer-
telmuen nem-kontroverzalis hatarozatkent tervezik megvitatni, sok kep-
viselo hajlamos lesz az azonnali megszavazasara.
  Az erdelyi magyar kisebbseg reszere a MFN mostani megszavazasa rend-
kivul sulyos lenne. Azon kivul, hogy a romaniai Iliescu kormany a ma-
gyarellenes politikajaert semmikeppen sem erdemli meg a Legnagyobb Vam-
kedvezmeny feltetelek nelkuli megadasat, a jelenlegi MFN megszavazas -
PONTOSAN OT (5) NAPPAL A ROMANIAI VALASZTASOK ELOTT - oriasi tamogatast
adna Iliescu es csoportja valasztasi kampanyanak. Most, mikor a romaniai
demokratikus ellenzeki tomorulesnek, a Demokratikus Konvencionak, es
elnokjeloltjenek, dr. Emil Constantinescunak, a legujabb poll-ok szerint
valodi eselyeik vannak, hogy megnyerjek a valasztasokat, es az RMDSZ
magyar perttal egyutt, demokratikus politikaba kezdjenek, Amerika Kep-
viselohazanak Iliescu - es a vele egy taborban levo Romaniai Nemzeti
Egysegpart es egyeb szelsoseges ultranacionalista partok - tamogatasa
felul nem mulhato hatranyt jelentene az ellenzeknek. Megpedig ha az
Iliescu csoport tobbseggel megnyeri a valasztasokat, az erdelyi magyarsag
lete sokkal rosszabbra fog fordulni, mint amilyen az elmult ket es fel
keserves ev alatt volt. Az erdelyi magyarsag es a romaniai ellenzek
ilyen alattomas, antidemokratikus alaaknazasat nem engedhetjuk!
  A hatralevo ido egy orszagos telefonkampanyra kenyszerit minden magyart,
aki sziven viseli az erdelyi kerdest, s felismeri a jelenlegi szavazat
oriasi fontossagat. Mindenkit arra kerunk, hogy mar ezen a hetvegen, de
legkesobb kedd delutanig feltetlenul hivja fel a kongresszusi kepviselojet
(ez alkalommal nem kell a szenatorait hivni), es nyomatekosan erveljen,
hogy SZAVAZZON A HOUSE JOINT RESOLUTION 512 ELLEN. A kepviseloket - akar
szemelyesen is - ezen a hetvegen ele lehet erni a korzetukben, hetfon es
kedden pedig a washigtoni irodajukban kell oket felhivni. A HHRF

1. IDOZITES / KONGRESSZUSI BIZOTTSAG DONTESENEK MEGSZEGESE / ILIESCU
   TAMOGATASA
 "It is outrageous that the House of Representatives is going to vote on
MFN status for Rumania before the September 27 Rumanian elections,
considering that its own Ways and Means Committee unanimously consented
to delaying this vote until after Sep. 27."
 "Why would Congressman ... vote to give an unfair advantage just before
the elections to the incumbent, neo-Communist Iliescu government, when
it seems that there is a chance that the elections could be free and fair,
and the chance for a real democratic breakthrough is genuine? Does
Congressman ... realize that a yes-vote on H.J. Res. 512 would seriously
tip the elections in the favour of the ultra-nationalist, anti-Hungarian,
anti-democratic alliance led by the Iliescu faction? I am extremely
concerned that a yes-vote at this time would guarantee another four years
of oppression for Rumania's 2.5 million Hungarians."
 "Voting no on H.J. Res. 512 would allow Congress to consider MFN at a
later date, after democratic elections had been held, and after Rumania's
new government takes significant steps that would warrant the granting of
this special trading privilege."

2. HIVATKOZAS AZ MFN ELLENI KONSZENZUSRA A KEPVISELOHAZBAN
 "Only a few weeks ago, 62 of the Congressman's colleagues (lehet, hogy o
is alairta! - a HHRF-el lehet ezt ellenorizni, es termeszetesen kene hi-
vatkozni az elobbi tamogatasara, ha letezik) signed a letter to Rumanian
president Iliescu, in which they stated that MFN could only be discussed
after the Sptember 27 elections. These distinguished Members are now
extremely concerned that a vote will be held on MFN before the elections,
and they have indicated that they will vote to withhold MFN until after
the elections. I ask the Congressman to support the position of his
colleagues, who have a genuine interest in promoting real democracy in
Rumania, in voting against MFN at this most inappropriate time."
 "I am calling to ask the Congressman to support the Dear Colleague letter
being circulated by Members Tom Lantos, Chet Atkins and Christopher Smith,
leader of the fight for genuine democracy and minority rights in Rumania,
and join them in voting NO on H.J. Res. 512."

3. ESETLEGES FELSZOLALAS A KEPVISELO RESZEROL
Ha a kepviselo tiszviseloje nagy erdeklodest, ill. tamogatast nyujt ez

meg, hogy a HHRF szivesen keszit egy szoveget szamukra, amit majd felolvas-
hatnak. A HHRF szamot es a Zsolt Luka, Gabor Szora'd, vagy Laszlo Ha'mos
nevet kene megadni.
Befejezoen arra kernenk mindenkit, hogy minel tobb embert mozgositson ebben
az ugyben. Keves idonk van, de megvan a lehetosege annak, hogy a hatarozat
nem szerzi meg a kello ketharmados tobbseget. Az a fontos, hogy minel tobb
kongresszusi korzetet mozgositsunk, a 435 lehetseges szavazatbol orszag-
