Part-time research assistant(s) needed

The Department of Environmental Sciences and Policy of the Central
European University (CEU) is seeking one or two part-time research
assistants.  

The project:
The International Finance Corporation (IFC, member of the World Bank 
group), jointly with the Global Environmental Facility (GEF), 
has approved a project called the "Efficient Lighting Initiative" 
(ELI) for three Central European countries: Hungary, Czech Republic 
and Latvia.  The over $1 million (for Hungary only) project will 
start early 1999.  The Dept. of Environmental Sciences and Policy of 
the CEU will play an important role in designing the actual project 
for Hungary.  The goal of the project is to achieve long-term energy 
savings in lighting, by a long-lasting transformation of the 
Hungarian lighting market with a higher penetration of efficient 
technologies.

The task:
For the period before the actual project starts in 1999, IFC has
approved a limited budget for the CEU for preliminary research on
strengthening our understanding of the current state of the Hungarian
lighting market, so that a more sound and long-lasting plan can be
developed in 1999.  The department is seeking one or two research
assistants (depending on their availability and backgrounds) for this
preliminary research phase.

Job specifics:
Although the current position(s) is (are) for a limited amount of time
(app. 4 months), if the working relationship proves to be fruitful,
the research assistant(s) may have an opportunity to be hired (most
probably under more favorable conditions) during the ELI project run
by IFC Hungary. 
Compensation (for the first four months): $500/month
full-time equivalent (thus, $250 for a half-time position) 
Start of position: as soon as possible 
Working hours:  flexible.  One 
of the positions is at least half-time (20 hours/week), but can be 
full-time as well.  Exact working hours can be negotiated. 

The ideal candidate:
 . is motivated, creative, hard working, and can work independently
 . speaks good English, and ideally has excellent writing skills in
English (at least one of the positions)
 . ideally speaks Hungarian
(but if two persons will be hired, the second does not need to speak
Hungarian)
 . has a university degree or is close to earning one
(students are ideal)
 . has an interest in the penetration of new
technologies into markets
 . has some background in either market
research; or economics (good understanding of market barriers); or
environmental economics; or lighting.

A Magyarorszagon akkreditalt felsooktatasi szakok jegyzekeben (Magyar 
Kozlony 1994 korul) csak foiskola szinten akkreditalt szakkent 
szerepel. Egyetlen oktatasi helye a BME Gepeszmernoki Kara, a Paksi 
Atomeromu Rt. Energetikai Szakkepzesi Intezetevel egyuttmukodesben. A 
helyszin nagyobbreszt Paks, kisebb aranyban Bp.

Azota (kb. 1997-ben) a BME Gepeszmernoki es Villamosmernoki karai 
kozos kezdemenyezesere egyetemi szinten is akkreditaltak, csak a 
muvelodesi vagy oktatasi miniszter (vagy a kavarodasban mindketto) 
elfelejtette alairni a szakinditasi engedelyt, igy meg iden sem 
hirdethetjuk meg a Felsooktatasi Tajekoztatoban, vagyis valoszinuleg 
1999 oszen sem indulhat meg a kepzes. Talan 2000-ben....

Environmental Engineer: Kornyezetvedelmi mernok. Nem tudom 
akkreditalt szakkent letezik-e, de szigoruan maganvelemenyem az, hogy 
olyan mernok lehet, mint amilyen allat a kacsa:
Egy kicsit tud futni, kicsit uszni, kicsit repulni, de nem olyan jol 
mint a gepard vagy a hal vagy a sas. De megenni lehet.

Magyarul: szerintem elobb legyen valakinek egy szakmaja, utana 
specializalodhat annak kornyezetvedelmi vonatkozasaira. A 
kornyezetvedelem olyan szeles skalat olel fel, hogy a aki azt mondja, 
hogy minden reszehez ert, az csal vagy festi magat. Szakteruleti 
ismeret nelkul egyetlen reszehez sem volna szabad hozzanyulni.
Persze sokan megteszik, de meg csak megenni sem lehet oket.
