EU environment chief warns Poland on growth risks

The European Commission's environment chief Ritt Bjerregaard praised
Poland Friday for curbing pollution, but said it needed to poise
itself against damage stemming from booming economic growth.
Bjerregaard, during the first in a series of visits to central and
Eastern Europe, agreed with Poland's Environment Ministry on a need
for closer cooperation in tackling pollution and harmonizing its laws
ahead of European Union membership. The environment commissioner said
Poland was leading progress in the region toward sound political and
economic recovery but there were still environmental "hot spots" in
southern industrial areas. A key and relatively low-cost priority was
preserving Poland's large existing unspoiled areas, she said.
Bjerregaard said Poland's National Fund for Environmental Protection
was the largest in eastern Europe and the country had also pioneered
an Ecofund based on debt-for-environment swaps with external creditors
which was unique in the region. The Polish government has cleaned up
some of the worst environmental damage left over from the communist
era's stress on heavy industry, but water and air pollution remain
grave especially in the smokestack factory areas such as Upper
Silesia.

In an effort to address environmental issues with more efficiency and 
effectiveness, Central and Eastern European governments have been 
re-organizing on several different levels. Some environmental 
responsibilities have shifted to the regional or local level or are now 

shared among several national and regional agencies. In many cases, 
governmental departments outside the Ministry of Environment have 
acquired 
significant influence over environmental issues. Even within the 
Ministry 
of Environment it is not always clear which department is responsible 
for 
a particular issue.

This restructuring has made it difficult for laypeople and academics 
alike 
to identify the governmental body or organization responsible for 
particular environmental issues, and to track down important 
information, 
accurate data or a well-informed expert. In order to make these tasks 
not 
only easier but possible, it is essential to understand government 
structure. For this reason we have compiled "Government and 
Environment: A 
Directory for Central and Eastern Europe".

In addition to the printed version, the Directory is now available as a 

fully searchable online database at:

http://www.rec.hu/REC/Databases/GovDir/GovDirFind.html

The Directory lists contacts and responsibilities for ministries of
environment and other governmental organizations responsible for
environmental protection and management in 13 Central and Eastern 
European
countries. An expanded version of the first edition, each country 
chapter
now covers the four important areas of environmental protection:
administration, access to information, enforcement and monitoring.

semmi ertelmeset sem tudnak mar kitalalni ezert csinaltak ezt. nos erre 

egy kis idezet egy greenpeace konyvbol:

words, if we cannot persuade people to stop abusing the environment by 
normal methods such as lobbying, then we will try non-violent forms of 
protest. these are only used if there is no risk of harm to any person 
apart from greenpeace activists, who sometimes risk injury themselves

hasznalt. 
jon az akcio, jonnek a rendorok, mint minden gp tuntetesnel. 
letartoztatjak a fizetett zsoldosokat, mint ahogy most is megtortent, 
hiszen akadalyoztak  a vonat menetet. beviszik oket a rendorsegre es 
vallatjak oket. (bekes eszkozokkel, persze). mint minden gp akcio utan 
nehanyukat a birosag ele is viszik. nos VAN E VALAKI aki el tudja azt 
kepzelni, hogy ezek kozul az emberek kozul egy sem lett volna, aki azt 
mondja a sok rendori ceremonia utan, hogy: na nekem ennyi eleg volt, 
kerem hegyjanak beken, mert en csak fizetett zsoldos voltam, 
cseszegessek 
a greenpeace-t, mert ok voltak a felbujtok es a lefizetok. 
s gondoljatok e, hogy  ismerve a nyugati sajtot, senki nem lett volna, 
aki ebbol oriasi botranyt csinalt volna. s egy ilyen eset is rogton 
alaasta volna a gp-t. marpedig ha azt nezzuk, hogy 25 esztendos 
fennallasuk alatt hany ilyen akciojuk volt, azt hiszem boven akadt 
volna 
pelda ra, hogy egy fizetett zsoldos kitalalt volna.

meg egy: a gp oriasi szervezet. sok ember dolgozik benne, meg tobb 
onkentesuk van, akik mind ugy gondoljak, hogy ok a leginkabb 
greenpeace-szesek. egy ekkora szervezetet hiba nelkul vinni, eleg 
nehez. 
persze ezt csak az tudja, aki mar maga is probalkozott mondjuk csak egy 

kissebb csoport vezetesevel.

idezem egyik angol ismerosomet, akinek semmi koze sincs a 
kornyezetvedelemhez, csak ott el es egyszeruen figyelte az esemenyeket, 

amit az o orszagaban a gp csinalt. (angliaban rengeteg konfliktusa volt 

mar a greenpeace-nek) "their activ members are the most well educated 
environmentalists who i have ever seen."
